28% of India’s Universities Are Concentrated in Just 20 Districts, Finds New Jetri-Impactica Report

 A new report, The Geography of Higher Education Report 2026, released by Jetri and Impactica.org, finds that India’s higher-education capacity is increasingly misaligned with where future student demand is emerging. The report identifies Bihar, Uttar Pradesh and Jharkhand as facing the most significant future capacity pressures, even as 28% of India’s universities remain concentrated in just 20 districts.

The findings arrive at a critical moment as India’s demographic and economic growth shifts increasingly toward eastern and northern states, raising questions about whether the country’s next phase of institution-building is keeping pace with where future students will live, study and work.

Shreyasi Singh, Managing Partner, Jetri notes, “India has already demonstrated that it can build higher education at extraordinary scale. The next test is precision: understanding where future students will be, where capacity is weakest and where new institutions can have the greatest impact on opportunity and regional growth.”

Key Findings

  • India has 1,405 universities and 53,433 colleges.
  • Nearly 70% of universities and 65% of colleges were established after 2001.
  • 28% of universities are concentrated in just 20 districts.
  • Seven states account for 688 universities and over 35,000 colleges.
  • Bihar, Uttar Pradesh and Jharkhand face the sharpest future capacity gaps.
  • At current capacity levels, a university in Bihar would correspond to a future student population of approximately 3 lakh, compared with around 6 lakh in Uttar Pradesh.
  • 83% of education-related migrants remain within their home state, underscoring the importance of proximity and regional access.

 “The story is no longer simply about expanding capacity. It is about matching capacity to demand. India can already see where the next pressure points will emerge, creating an opportunity to plan before those students arrive”, said Vrunda Bansode, Founder and CEO of Impacatica.org.

The report argues that India is now approaching a critical planning window. Universities take years to build, staff and connect to surrounding economies. By the time capacity pressure appears through overcrowding, longer migration or restricted access, the gap may already be entrenched. The challenge is therefore not simply to build more. The findings suggest that aligning future institution-building with emerging demographic centres could become an important determinant of whether India fully realises its demographic dividend.
